Unless you are doing something oddball like a thrown weapon build, I recommend putting most points into the stat that scales your main weapon (i.e. heart for single swords, skill for dual kats, et cetera), balanced with any minimum requirements you need to meet for equipping gear, unlocking dojo missions and activating spirit guardian bonuses.Not sure there is a best. Once you're 300, get 99 in your two main stats, remodel for 2 A's, stack damage into one skill on you prefer, windstorm, renegade dragon etc. Use peacock boy, high stance to get the big dmg buff. Add stacks of damage to poisoned enemies on your accs and then one shot every thing. Seems to work with any weapon I've tried.Otherwise you can look for thrown weapon damage and use a kunai based build.
