You would think that hitting certain levels in smithing would unlock whole tiers, e.g. hitting level 100 would unlock all Tier 1 parts, level 200 would unlock all Tier 2 parts, etc. Keep the tier 4 and 5 stuff as needing to be hand learned, but a Smith with a knowledge of his craft should be able to make basic components you would think.Get yourself some expensive weapons, smelt them, use your companions to smelt even more of those luxury weapons. It is a chance of a percentage and depends on your smithing level and also how "valuable" the weapon is. The more and better materials you get out of the weapon the higher is the chance to unlock weapon parts. the same for forging a weapon: the more difficult a ...find weapons high tier smelt them. and make high tier asap and also smelt them. like if you are unlocking lvl 1 tier part, smelting lvl 5 or 6 gives you 1 smelt-3 or 4 parts unlock.
